Streaming is a live recording of one person (maybe with a few friends) playing a video game and commenting about the game as they play. Usually webcam is set up so you can see the reactions of the people playing the game, so it's kind of like a one way Skype conversation, only viewers can also communicate with the streamer by posting live comments that the streamer and other viewers can see.

Streaming is actually a very lucrative industry. Websites like Veetle, Ustream, and Twitch host thousands of streamers, and often streamers post their stream footage on YouTube and make even more money from the views collected there.
So, is it an art form? It's very simple, but some creativity can be involved. Some people animate clips of audio from their gameplay, others edit over their streams with interesting cinematic editing. I myself don't know if it's an art form, but what I do know is that I really enjoy it, and you can really get to know streamers if you want to.
